PRELIMINARY D A T A r e p o r t e d b y 8 o f t h e 17 S t a t e s where e x p e r i e n c e r a t i n g p r o v i s i o n s are e f f e c t ive in the ca lendar y e a r 1941 i n d i c a t e t h a t 60 p e r c e n t of a l l e m p l o y e r s e l i g i b l e f o r r a t e m o d i f i c a t i o n obtained r a t e r e d u c t i o n s , w h i l e c o n t r i b u t i o n rates in excess o f 2.7 were assigned t o 19 p e r c e n t . Such " p e n a l t y " ra tes , h o w e v e r , were assigned i n only 3 of t h e 8 S t a t e s u n d e r c o n s i d e r a t i o n . T h e s e 8 States r e p o r t e d average m o n t h l y e m p l o y m e n t o f 2.5 m i l l i o n i n 1939, o r 12 p e r c e n t o f t h e t o t a l f o r the U n i t e d S t a t e s . T h e y also r e p r e s e n t 46 p e r cent of t h e average m o n t h l y e m p l o y m e n t i n t h e 17 States w i t h exper ience r a t i n g i n o p e r a t i o n during the, c u r r e n t y e a r . I t is e s t i m a t e d t h a t t h e rate v a r i a t i o n s assigned e m p l o y e r s w i l l r educe t h e yield to t h e 8 S t a t e f u n d s b y a b o u t o n e t h i r d from t h a t w h i c h w o u l d be co l l e c ted f r o m a u n i form 2 .7 -percent c o n t r i b u t i o n r a t e . A l t h o u g h e x p e r i e n c e r a t i n g p r o v i s i o n s h a v e been incorporated i n 38 S t a t e l a w s , v a r i e d c o n t r i b u t i o n rates u n d e r o n l y 17 l a w s 1 are e f f e c t ive t h i s y e a r ; in only 4 S t a t e s 2 h a d m o d i f i e d r a t e s been i n ef fect in 1940.
